The VIN no. will not tell you whether or not it is an Executive.
B tells you it was built in the UK A tells you it was built at Dagenham 64 = Zodiac saloon E = 1965 J = January 1965 21903 is the individual number of the car
An Executive will have leather interior with individual reclining front seats and a centre console. It will have front fog and spot lights, a light under the bonnet and almost certainly be an automatic. They had a radio with rear speaker as standard. They were painted in either malabu gold or alcuda blue metallic.
However all of the above were optional extras on standard cars so any Zodiac might have a combination of the above. An Executive was just a standard Zodiac with all the optional extras.

I had a 65 Zodiac, early enough to still have the white indicators but late enough to have the single exhaust. That also had the sound deadening under the bonnet and also a bonnet light. The rest was standard Zodiac with vinyl bench seats and manual gears and no radio. There used be a gold Zodiac Executive around Hemel Hempstead back in the seventies that had a manual floor change gearbox (it rotten as anything then and the owner put the interior and bumpers (including the back panel) onto a Zephyr 6. I don't know what happened to the one and only Zephyr 6 Executive....
