Hi All Here is some bad news regarding the modification of cars. The DFT (Department For Transport) have a Consultation open which it looks like they are hoping will slide by unnoticed. www.gov.uk/government/consul...ity-and-safetyThe important section is number 4 where they intend to make all vehicles using BIVA meet modern emissions specification. For those that don’t know, BIVA is the inspection required if you car is modified outside the eight point rule. The car is then treated as a “new car assembled from parts that are not new” and has to be re-registered) To make the cars pass the modern emission standard is unfair and unworkable as the majority of cars concerned are recreations or facsimiles of old cars and the old engines are an intrinsic part of the build. The EU hasn't asked for this rule, the BIVA test isn't accepted in any EU country anyway so this is purely a home market initiative. Now the real sneaky bit, the consultation opened 3 days ago and will close in less than 4 weeks. The rules will then come into effect in JULY 2018 !! So if just starting / almost finishing a car for BIVA build they have added £3000- £6000 to the cost of complying. Not going to affect you ? Then what about others like anyone caught with a non 8 point car sent for BIVA might as well crush it and be done , especially at the lower end of the market where costs VS benefit simply don't stack up. Ideally we want this stopped , however buying time for a FULL consultation would be better . For that we'll need MPs/ plus Minister for Transport and DFT to realize the depth of feeling and far reaching effects. So even if you are not thinking of modifying you car, please spare a thought for those that do and have a read and take part in the consultation.

Very interesting point you've highlighted Joe and thanks for bringing it to the attention of the forum as there are owners with modded cars on here. Will this proposed change in regs condemn many modded MK3's and others too to being unsaleable or scrapped once it gets on the statute.
It would be for the greater good to check out the consultation and contact your MP too.

It will affect thousands of cars. There are numerous modified Fords from Model A's to Granadas out there. When I went to Classic Ford, at Santa Pod, a couple of years ago you could see a lot of time and money had been invested in some cars. Quite a few looked as if they would fall outside the rules! There was quite a large meet of classic Fords (many modified) at Rykas Café, Dorking, last month, I have seen some video footage but it seemed mainly the smaller Fords - Anglias/Cortinas/Escorts...
Definitely worth contacting your MP as many will not be aware of this. I touched base with mine about zero-hour contacts (ongoing)

After dropping off my girlfriend this morning I went in a local Co-op to pick up something for my lunch as after a change of plans I am off today and working tomorrow. Anyway they have a large magazine section that I glanced at. I noticed that both classic car newspapers have picked up this story! To me it seems that the whole thing has not been thought through properly but then common sense disappeared for most people decades ago!

This consultation is about lots of issues and involves modified vans cars, trucks etc. It is mainly aimed at mainstream new vehicles (ambulances, ice cream vans hearses etc) but also covers "kit cars" and radiically modified cars. Any cars that are already registered as modified are not affected. However if the car has been modified outside of the 8 point rule and not registered correctly and gets caught (it has happened to to several high profile cars). These cars get sent for BIVA and if that happens they will have to comply with the emissions rules (not much chance of that with the older V8 engines commonly used in Zcars. If a Consul, Zephyr or Zodiac was to take the BIVA test it would mean replacing all the windows, fitting a collapsible steering column, removing all sharp edges, replacing the seating (needs head restraints and belts on all seat) the lights would have to meet modern standards and lots more.

Interestingly most of the posts seem to think the 8 point rule a new rule (it has been in place for twenty years! Although it has been widely ignored. The new bit is about the emissions. And that makes complying with the requiements of BIVA even harder if it goes through.
